The top tasks section within the job plan dashboard is a task filter that enables you to see the information you need. 
Choosing the appropriate task filter will break down the list of users to just the specific users required using the pre-set filters. These filters have been developed in conjunction with our customers to ensure that the filters available are those that would be most likely to be used.
Once selected to clear the filter, or re-open the top tasks list to choose another one you would just need to select the required option out of the two.
